Un budget qui, selon des experts contactés par les auteurs de l’enquête, dépasse de loin les besoins du ministère de l’Environnement pour équiper les gardes forestiers. Aucun détail sur le prix des différents types d’armement et de services mentionnés : pistolets semi-automatiques, munitions, fusils d’assaut ou formations au pilotage de drones. Ce qui renforce, selon ces mêmes experts, les soupçons de surfacturation.
A la veille de la Présidentielle de 2012, le pouvoir crépusculaire de Wade signe un contrat d’exploration et d’exploitation de ressources naturelles avec Frank Timis. Arrivé au pouvoir, Macky Sall en hérite dans le dossier de passation. Le nouveau Président met en branle l’Inspection générale d’Etat pour savoir quelle conduite tenir avec l’Australo-Roumain dont la sulfureuse réputation est connue dans le monde des affaires.

Et se basant sur la loi n° 65-51 du 19 juillet 1965 portant Code des obligations de l’Administration et sur la loi 66-70 du 13 juillet 1966 des contrats spéciaux du Code des obligations civiles et commerciales, le gouvernement du Sénégal a remis 12 milliards à la Snedai (de Bictogo, Ndlr)…à hauteur du montant des travaux et prestations déjà préfinancés et du préjudice subi dans la mesure où la cause de la non-continuation, par la société, de l’exécution de ses obligations était le fait de l’Administration sénégalaise».
