39 et bientôt 46 milliards de F CFA mobilisés non pas pour l’érection d’une cité mais pour la réhabilitation du building administratif. Et ce n’est pour que cet immeuble de dix étages se courbe ou se déplace à l’intérieur du pays. C’est plutôt une énorme trappe mise en place pour attraper un ancien grand journaliste investigateur qui a consacré de nombreuses et sombres pages à dénoncer la gouvernance libérale symbolisée par les WADE.
« A l’origine, si vous calculez le marché global était autour de 4 milliards de F CFA et quelques 6 milliards. Et ça, je dis, à l’origine compte non tenu de tout ce qui a été fait et additionné par rapport à l’ensemble. Si vous ajoutez les frais de Douane, les taxes y compris, vous allez autour de 7 à 8 milliards de F CFA ». C’est le secrétaire-général du Gouvernement qui détaille ainsi les sommes qui seront investies pour réhabiliter, une nouvelle fois, le building administratif. Ainsi, pour Abdoulatif COULIBALY, l’Etat du Sénégal va devoir casquer entre 7 et 8 milliards de nos francs pour réparer les dégâts causés par l’incendie survenu le 26 août dernier au 10e étage dudit immeuble. Une rondelette somme qui devrait susciter l’indignation collective d’autant plus qu’à la suite de l’incendie, le même Abdoulatif COULIBALY minimisait les dommages. « Je dois expliquer qu’il y a eu des dégâts matériels concernant le faux plafond du 10e étage dans la partie restaurant. Il y a quelques dégâts sur l’autre partie mais qui ne sont pas conséquents», soulignait-il.
Ainsi, la réparation d’un faux plafond et de quelques dégâts qui ne sont pas conséquents est facturée entre 7 et 8 milliards de FCFA. Une énorme somme d’argent qui n’a rien à voir avec les 30,4 milliards FCFA officiellement annoncés par le ministre des Finances et du Budget, Abdoulaye Daouda DIALLO à l’Assemblée Nationale, le 28 novembre 2019 et revu à la hausse par Macky SALL qui, lors de ce qu’il a appelé inauguration, le 30 janvier 2019, avait déclaré que 32 milliards avaient été dépensés grâce au concours de la Banque Ouest africaine de Développement (BOAD). Un montant officiel contesté par Africa Check qui estime le coût de la réhabilitation à, au moins, 39 milliards 398 millions 639 francs CFA (toutes taxes comprises). Des chiffres très loin de ce qu’Abdoulatif COULIBALY, lui-même, avait annoncé dans une lettre adressée à la presse en date du 3 octobre 2014. A l’époque, le président du comité de pilotage de la réhabilitation du building administratif annonçait un montant de 17 milliards pour le financement des travaux. A l’arrivée, quel que soit le montant arrêté, pas moins de 40 milliards seront dégagés pour financer les travaux de rénovation d’un seul et unique immeuble qui ne se courbe pas, qui ne se déplace pas. A titre comparatif, la cité de l’émergence va abriter 17 tours de 10 étages chacune pour un coût global de 21 milliards de francs CFA.
Cette grande entourloupe porte la marque de Macky SALL chantre de la gouvernance sobre et vertueuse. Si jusque-là, personne n’a entendu une remarque du patron de l’APR sur cette hideuse dilapidation des ressources publiques, c’est que Macky SALL est en train de manœuvrer. Le comité de pilotage pour la réhabilitation du building administratif qu’il a créé en 2014 pour installer à sa tête Abdoulatif COULIBALY n’est rien d’autre qu’une trappe. D’autant que, en février 2013, le même Macky SALL a procédé au remplacement de la Direction de la Gestion du Patrimoine Bâti par l’Agence d’exécution dénommée Agence de Gestion du Patrimoine Bâti de l’Etat (AGPBE) dont la mission est de gérer le patrimoine bâti de l’Etat. Mais, Macky SALL a cherché délibérément à faire de Latif COULIBALY celui qui va gérer la réfection à milliards du building. Un cadeau empoisonné pour l’ancien journaliste qui a misé pour une si grande tache sur l’entreprise Bamba NDIAYE S.A qui n’était connue, jusqu’alors, que dans l’importation de carreaux.
Ainsi, quand les services de l’Etat auront fini de fouiller cette réhabilitation à coups de milliards, l’ancien journaliste, auteur du livre « Contes et Mécomptes de l’ANOCI » aura certainement des comptes à rendre aux Sénégalais qui peinent toujours à croire que plus d’un milliard a été dépensé pour remettre à neuf un immeuble.
