Le premier ministre burkinabé a proposé la création d’une « fédération » entre son pays et le Mali, tous deux confrontés à la violence djihadiste et dirigés par des militaires putschistes qui ont exigé le départ des soldats français de leur territoire respectif. « Nous pouvons constituer une fédération souple qui peut aller en se renforçant et en respectant les aspirations des uns et des autres chez eux », a déclaré Apollinaire Kyélem de Tambela, cité dans le compte-rendu d’une visite qu’il a effectuée au Mali, mardi 31 janvier et mercredi 1er février, publié par ses services.
« Nos devanciers ont tenté des regroupements, comme la Fédération du Mali, qui malheureusement n’a pas duré. Mais ils ont montré la voie », a-t-il ajouté en référence à une éphémère tentative de fédération entre le Mali, le Sénégal, le Burkina Faso et le Bénin (1959-1960) au moment des indépendances de ces ex-colonies françaises. Apollinaire Kyélem de Tambela a en outre estimé que « c’est un chantier que nous devons essayer de tracer pendant la période de transition, parce que si les politiciens reviennent au pouvoir, ce serait difficile ».
Aucune réaction officielle n’a été rapportée du côté des autorités maliennes à l’idée d’une fédération. Le premier ministre Choguel Kokalla Maïga a encouragé son homologue burkinabé à suivre l’exemple malien, lors d’un dîner mardi soir. Choguel Kokalla Maïga a répété les principes dont la junte malienne a fait son mantra : défense de la souveraineté, de la liberté de choisir ses partenaires étrangers et des intérêts nationaux. « Je suis certain que ces principes-là sont partagés par tous les pays qui veulent se prendre en charge et nos frères et amis du (Burkina) Faso, j’en suis convaincu, doivent avoir des exigences similaires », dit-il dans une vidéo diffusée par ses services.
Le Burkina Faso, théâtre de deux coups d’Etat militaires en 2022, est pris depuis 2015 dans la spirale de la violence djihadiste apparue au Mali quelques années auparavant et qui s’est étendue au-delà de ses frontières. Le nouveau pouvoir issu du dernier coup d’Etat du 30 septembre 2022, mené par le capitaine Ibrahim Traoré, vient de demander le départ des 400 soldats français des forces spéciales de l’opération « Sabre » basés à Ouagadougou.
