Un accident de l’histoire qui cherche à s’immortaliser en passant sur le corps de la démocratie sénégalaise.
«Personne ne peut m’intimider. C’était impossible avant que je ne sois chef d’Etat, à fortiori aujourd’hui que Dieu m’a mis au pouvoir ». Le leader de l’APR, qui tient ces propos, en est convaincu. Ce ne sont pas les Sénégalais qui lui ont donné le Pouvoir, mais c’est Dieu lui-même qui le lui a mis entre les mains. C’est maintenant qu’il le dit, mais Macky SAL agit, depuis qu’il tient le pouvoir, comme quelqu’un spécialement envoyé par Dieu pour gouverner le Sénégal. C’est cette conception qui l’a, sans doute, conduit à déclarer, en 2012, un patrimoine de huit milliards de F CFA tout en poursuivant ses anciens camarades du PDS pour enrichissement illicite. C’est également cet entendement qui l’a incité à déclarer, au mois d’aout 2019, à propos d’une grâce présidentielle à accorder à Khalifa SALL : « Le jour où j’en aurai la volonté ou le désir, je le ferais…». Ainsi, pour Macky SALL, Dieu l’ayant choisi, sa volonté ou son désir prime sur tout le reste, même quand il s’agit de la liberté de ses concitoyens.
Seulement, c’est cela le plus pernicieux dans sa conception de la gestion du pouvoir. S’il s’était limité à faire et à défaire, dans son camp, les carrières des autres élus comme lui, en choisissant ceux qui sont seront maires et députés, l’équation serait plus simple à appréhender. Mais, Macky SALL ne veut pas se limiter aux énormes prérogatives que la Constitution donne au chef de l’Etat qui nomme à tous les emplois civils et militaires. Il veut également et surtout désigner ceux qui sont dignes d’être ses adversaires. Un poste de ministre conseiller ou 4 millions de F CFA par mois pour certains leaders de partis politiques disposés à se mettre autour du banquet. Pour ceux-là qui mettent à l’index sa gestion calamiteuse, c’est la guillotine assurée. « Le problème de Khalifa SALL pourrait être réglé si Khalifa SALL avait accepté d’être avec nous. Il a refusé de se ranger…». C’est le Ministre d’Etat Mbaye NDIAYE qui faisait cet aveu au lendemain de l’arrestation de Khalifa SALL qui, pour avoir refusé de se ranger, a perdu son mandat de député et la mairie de Dakar qu’il dirigeait depuis avant l’élection de Macky SALL à la tête de l’Etat.
C’est à ce niveau de délabrement avancé que Macky SALL a plongé la démocratie sénégalaise qui ne peut plus s’enorgueillir de deux alternances sans que les forfaitures de son régime ne viennent en mettre un bémol. Allant au-delà des prérogatives que la Constitution lui donne, Macky SALL refuse aux autres ce que la même charte leur permet. Les acteurs politiques qui ne sont pas d’accord avec sa politique ont leur siège ou leur salon pour s’en offusquer. Mais les rues de la capitale, seuls les marchands ambulants peuvent y parader. Pour l’appliquer, les hôpitaux peuvent manquer de tout, mais les casernes grouillent de monde et de la place doit être faite aux engins nouvellement commandés.
Ainsi, Macky SALL marche inexorablement sur les pas de Zine el-Abidine Ben Ali qui avait fini de faire de la Tunisie un Etat policier où les forces de l’ordre représentaient, en 2011, plus de 30% de la population. Seulement, l’étincelle qui a déclenché la débandade vint non pas des opposants qui n’avaient plus droit à la parole mais d’un marchand ambulant. Une funeste perspective que Macky SALL est le seul à souhaiter parce que… personne ne peut l’intimider.
