Sept personnes handicapées déférées au parquet puis placées sous mandat de dépôt. Voilà le triste spectacle qu’a offert, lundi après-midi, le palais de justice Lat Dior de Dakar. Et quand on apprend que dans le lot des handicapés emprisonnés, il y a six femmes dont certaines portent des bébés et se déplacent grâce à leurs fauteuils roulants, on peut facilement imager l’émotion et l’indignation que ce spectacle a pu créer. A cela, il faut ajouter la grosse colère des parents et proches, mais aussi de la Fédération nationale des associations de personnes handicapées. Yatma Fall, le président de cette fédération, qualifie ces arrestations d’«affront» que les handicapés sont prêts à laver.
Cette situation est la preuve de l’impopularité de la décision des autorités d’interdire la mendicité dans les rues de Dakar. Pourtant, qu’il s’agisse des maîtres coraniques ou de la Fédération nationale des associations de personnes handicapées, tout le monde s’accorde à dire que la mendicité, telle que pratiquée dans les rues de Dakar, ne peut plus continuer. Comment se fait-il alors qu’une mesure jugée opportune puisse devenir si impopulaire ? C’est que la mesure de retrait des enfants de la rue et d’interdiction de la mendicité est née avec au moins trois tares.
Premièrement, la décision semble avoir été prise dans la précipitation. En tout cas, elle n’a pas été bien préparée. La preuve : les autorités avaient annoncé que cette mesure ne concernait que les enfants de la rue. Mais l’Etat a dû faire volte-face quand les maîtres coraniques se sont mobilisés pour s’opposer au «ramassage» de leurs talibés. Mieux, ces religieux brandissent des menaces contre le gouvernement qu’ils accusent d’œuvrer contre l’Islam et les daara. Le chef du gouvernement reçoit alors les Serigne daara pour les rassurer que leurs talibés ne sont pas concernés. Le feu éteint du côté des maîtres coraniques, l’Etat se retourne contre les mendiants. Cette précipitation entraîne naturellement un manque de préparation. Ce qui a donc causé tous les atermoiements notés dans la gestion de ce dossier. Il y a ensuite l’absence de concertation. Car les maîtres coraniques comme les responsables de la Fédération nationale des associations de personnes handicapées disent n’avoir jamais été associés à la prise de décision. La mesure d’interdiction de la mendicité ayant été prise sans eux, les concernés ont donc le sentiment qu’elle est prise contre eux. Ce qui contribue à accréditer la thèse selon laquelle cette mesure est dictée par des Ong étrangères. Pis, le gouvernement n’a jamais réussi une bonne communication dans ce dossier. Sa communication est plutôt brouillonne et hésitante au moment où les maîtres coraniques et les associations de personnes handicapées occupent les médias et font entendre leur voix. Il y a enfin le fait que l’Etat, qui veut interdire la mendicité, ne propose pas d’alternative aux personnes concernées. Comment un Etat qui n’aide pas les écoles coraniques, qui ne fait presque rien pour aider les personnes handicapées à s’insérer dans le milieu socioprofessionnel peut-il couper le seul bras qui leur permet de se nourrir et d’entretenir leurs familles ? Comment un Etat qui se dit champion de l’intégration africaine peut-il se permettre d’envoyer des handicapés et talibés guinéens à la frontière entre les deux pays sans se soucier de leur prise en charge alors qu’une petite discussion avec Conakry aurait pu aider à mieux gérer le problème ?
En fait, dans cette lutte contre la mendicité dans les rues de Dakar, le pouvoir politique ne s’est jamais posé les bonnes questions. C’était le cas quand le président Léopold Sédar Senghor avait pris, en son temps, la décision d’envoyer les handicapés à Kédougou avant que l’intervention d’un non-voyant ne permette de sauver ces personnes vulnérables par la création de l’école des sourds-muets de Thiès. Des dizaines d’années après, le pouvoir de Macky Sall commet la même erreur. Or, l’une des bonnes questions est de savoir pourquoi il y a autant de mendiants dans les rues de Dakar. Une manière de régler le problème à la source à la place de ces mesures qui ne sont en fait destinées qu’à la consommation des Ong et partenaires étrangers du Sénégal.
