CHRONIQUE DE MOUSTAPHA
Le journalisme d’investigation est considéré comme le genre le plus noble du journalisme. Dans un ouvrage intitulé «Principes du journalisme : ce que les journalistes doivent savoir, ce que le public doit exiger», des professionnels américains de l’information en distinguent au moins trois. Il y a d’abord l’enquête journalistique originale qui permet au journaliste de découvrir lui-même et de dénoncer des faits et des actes dont le public n’avait pas connaissance jusque-là. Ensuite vient l’investigation interprétative qui examine et analyse en profondeur une idée ou un enchainement de faits connus afin d’en éclairer le sens et de permettre une meilleure compréhension. Il y a, enfin, l’enquête sur les enquêtes dont le point de départ est la découverte, due parfois à une fuite d’une affaire en cours, ou sur le point d’être lancée par tel ou tel organisme dépendant généralement du gouvernement.
Aucun de ces genres n’est pratiqué au Sénégal. Enfin presque. Puisque quelques journalistes sénégalais se sont essayés au journalisme d’investigation. Avec des résultats mitigés. Mais ce qu’on peut affirmer sans risque de se tromper, c’est que l’investigation est le parent pauvre de la presse sénégalaise. Le traitement de l’information est superficiel et on ne va presque jamais au fond des choses. La preuve par ce qu’on a fini d’appeler «Protocole de Rebeuss». Voilà dix ans qu’un voile de mensonges enveloppe la vérité dans cette affaire sans qu’un seul journaliste sénégalais ne fasse l’effort d’enquêter afin d’aider le citoyen à se situer. Voilà la preuve qu’il y a faillite du journalisme d’investigation au Sénégal. Même si des circonstances atténuantes peuvent être concédées aux journalistes. Surtout quand on sait que l’accès à l’information est un véritable casse-tête au Sénégal dont les dirigeants n’ont que faire du droit du public à l’information. Il s’y ajoute que le journalisme d’investigation demande des moyens matériels et humains que la plupart des médias sénégalais n’ont pas. Dommage ! Puisque dans de nombreux pays, le fruit de l’investigation d’un journaliste a souvent permis à l’autorité judiciaire d’ouvrir une enquête.
Ce qui est par contre impardonnable, c’est quand des journalistes ou des médias entrent de manière tout à fait volontaire dans une campagne de manipulation ou d’intoxication d’un pouvoir qui, selon toutes vraisemblances, cherche à neutraliser un adversaire politique. Sinon comment comprendre que pendant dix ans, aucun journaliste sénégalais n’a fait l’effort d’enquêter afin de découvrir lui-même la vérité sur le fameux «Protocole de Rebeuss» ? Bien au contraire, les médias sénégalais (beaucoup d’entre eux en tout cas) ont préféré attendre que le pouvoir politique veuille bien reparler de l’affaire pour que tout le monde s’y mette. Pis, il y a dans cette affaire un enchainement de faits qui montre que ça empeste la manipulation, comme le marché central de Pikine sent… le poisson. C’est d’abord le ministre Mame Mbaye Niang qui investit les médias pour accuser Idrissa Seck, dont il fut le militant, d’avoir volé et planqué des milliards dans plusieurs comptes en France et ailleurs. Le président du parti Rewmi commet le «péché» de dénoncer «un deal international» dans l’affaire Wade-fils et tout s’emballe. Les acteurs du «Protocole de Rebeuss» investissent les médias. Plus grave, ils choisissent les chaînes de radios, les émissions…, où ils avaient déclaré que le «Protocole de Rebeuss» était une invention de journalistes, pour soutenir le contraire de tout ce qu’ils avaient proclamé, il y a juste quelques mois. Les journalistes écoutent et rapportent les propos des uns et des autres sans se soucier de la vérité. Pourtant, le métier de tout journaliste peut se résumer à chercher la vérité, la vérifier et la publier. Or, dans l’affaire du «Protocole de Rebeuss» et dans bien d’autres, les journalistes n’ont pas cherché la vérité. Ils ont plutôt obtenu et publié une vérité. Car, à l’exception des acteurs du «Protocole de Rebeuss», aucun citoyen sénégalais sérieux ne peut aujourd’hui dire ce qui s’est réellement passé entre Abdoulaye Wade et Idrissa Seck. Pourtant, une petite investigation interprétative, comme le conseillent les Américains, auraient permis d’examiner et d’analyser, en profondeur, l’enchainement de faits et les déclarations des uns et des autres afin d’en éclairer le sens et permettre une meilleure compréhension. Mais ça, c’est peut-être trop demander aux journalistes sénégalais.
