CHRONIQUE POLITIQUE
S’il y a un homme politique qui crée des insomnies à Macky Sall, c’est bien Ousmane Sonko. Non point à cause de ses sorties au vitriol dirigées contre son régime ou son jeune frère Aliou Sall. Mais du fait du formidable élan de solidarité suscité auprès des organisations syndicales les plus représentatives du pays, par sa radiation des cadres de la Fonction publique. On avait rarement vu une telle unanimité dans la condamnation d’une mesure administrative par la Cnts, la Cnts/Fc, la Csa, l’Unsas, la Fgts, la Cdsl, etc. Ces centrales syndicales ne se sont pas limitées à des déclarations d’intention, elles se sont surtout mises en ordre de bataille pour obtenir la réhabilitation d’Ousmane Sonko. Et c’est cela qui inquiète au plus haut sommet de l’Etat. Des inquiétudes dont se sont fait écho Serigne Abdoul Aziz Sy Al Amine, l’imam ratib de la Grande Mosquée de Dakar et celui de la mosquée omarienne dans leurs sermons respectifs à l’occasion de la fête de la Tabaski.
Ces préoccupations sont certainement à l’origine des déclarations du ministre de l’Economie et des Finances au sortir de la mosquée omarienne où il venait de sacrifier à la prière de l’Aid el Kébir. De cette sortie, la presse n’a retenu que les justifications de la sanction infligée à l’inspecteur des impôts et domaines et le soutien qu’il a apporté au Directeur général des Impôts et Domaines qui est sous sa tutelle. Passant sous silence cette ouverture faite par Amadou Bâ quand, après avoir estimé qu’Ousmane Sonko avait le droit d’introduire un recours auprès de la justice comme il l’a déjà fait, il lui a reconnu «le droit de solliciter la grâce du président de la République». Seulement, on ne verra pas de sitôt l’inspecteur des impôts et domaines radié pour ses critiques répétées contre l’institution de la République qu’est le chef de l’Etat (dixit Viviane Bampassy, le ministre de la Fonction publique) solliciter du président Macky Sall qu’il le grâcie. En atteste sa violente réaction à la suite de la parution d’informations faisant état de la demande de clémence formulée par des membres de sa famille.
Même s’il n’en formule pas la demande, rien n’empêche le président de la République de lui faire application de la jurisprudence Karim Wade qui avait été grâcié sans avoir rien demandé de tel. Au nom du maintien d’un front social apaisé à quelques encablures de la rentrée scolaire, Macky Sall pourrait être réceptif au discours du secrétaire général de la Confédération nationale des travailleurs du Sénégal (Cnts), Mody Guiro, qui a été mandaté par ses pairs pour mener une médiation auprès du chef de l’Etat en vue d’obtenir la réintégration dans la Fonction publique d’Ousmane Sonko. Ces organisations syndicales ont choisi de donner la priorité au dialogue et d’éviter ainsi toute confrontation avec les pouvoirs publics. Seront-elles entendues par des autorités trop remontées contre le radié de la Fonction publique au point d’avoir multiplié les bourdes dans le traitement de ce dossier ?
Si le président Mbaye Jacques Diop avait été encore en vie, il aurait sans nul doute conseillé à son «jeune ami» Macky Sall de savoir raison garder, de faire preuve de dépassement et d’oublier son amour propre au nom de l’intérêt supérieur de la nation. Malheureusement, il a tiré sa révérence la veille d’une Tabaski fêtée pour une rare fois à l’unisson par les musulmans du monde. A travers lui, c’est un grand homme d’Etat que le Sénégal a perdu le dimanche 11 septembre. Le président Mbaye Jacques Diop était de bon conseil parce qu’il était républicain dans l’âme. Il était si attaché à l’Etat de droit. Sa finesse d’esprit le prédisposait à cette ouverture aux idées fécondantes d’où qu’elles provenaient. Puissent ses conseils chaque jour répétés de savoir, en toutes occasions, prendre de la hauteur et s’élever au-dessus des contingences du moment pour ne se focaliser que sur l’intérêt supérieur de la nation être entendus par son «jeune ami» Macky Sall.
On retiendra surtout du président Mbaye Jacques Diop cet attachement quasi viscéral à Rufisque qui lui a tout donné et à laquelle il a tout rendu. Que sa terre natale lui soit légère.
