Malick Gakou, Idrissa Seck, Barthélémy Dias et autres responsables politiques qui avaient été au front dans toutes les manifestations visant à faire partir Abdoulaye Wade du pouvoir, ont dû se demander s’ils n’avaient pas la berlue, en apprenant que le président Macky Sall a félicité le ministre de l’Intérieur et le directeur de la police nationale pour avoir violemment réprimé la marche pacifique organisée par ses opposants le 14 octobre dernier. Par ce geste, il cautionne que les forces de sécurité n’aient eu aucun égard pour ces responsables de l’opposition qui comptaient dans leurs rangs deux anciens Premiers ministres, un ancien président de l’Assemblée nationale et du Sénat ainsi que d’anciens ministres de la République du Sénégal. Ils ont été non seulement violentés, mais ils auront été surtout humilié, pour avoir voulu exercer un droit qu’ils tiennent de l’ancienne (celle de 2001) comme de la nouvelle Constitution adoptée par référendum en mars dernier.
Pour Macky Sall, que les manifestants de l’opposition aient été pourchassés du rond point de la Rts jusqu’à Grand Dakar relève de l’ordre normal des choses alors que l’interdiction de marcher ne concernait que le périmètre partant de la Grande Mosquée de Dakar jusqu’au Plateau. Cela signifie que les échauffourées ont été provoquées non point par l’opposition, mais plutôt par les forces de sécurité. Et, sur ce point, il ferait mieux d’écouter son allié de la première heure, Jean-Paul Dias connu pour sa franchise légendaire, notamment quand il martèle que «si désordre il y a eu, ce n’est pas venu des manifestants (…) mais du ministre de l’Intérieur, du petit préfet de Dakar et de la police». Mais il ne l’écoutera pas, à coup sûr. D’ailleurs, il ne l’écoute plus depuis fort longtemps, lui comme la plupart de ses alliés de la première heure tel qu’Ibrahima Sall du Model ou ses premiers compagnons de lutte comme Me Alioune Badara Cissé, Abdou Abel Thiam et tant d’autres. Grisé par le pouvoir, Macky Sall n’a d’oreille que pour les flagorneurs qui lui cirent les pompes et l’empêchent de voir la réalité. Il est tellement sous l’influence de ces courtisans qu’il a oublié qu’une disposition constitutionnelle ne peut être remise en cause par un décret, à plus raison par un arrêté préfectoral. Et c’est ce qui lui a fait déclarer que l’opposition aurait dû se conformer à l’arrêté du préfet au lieu d’exercer de manière pleine et entière son droit constitutionnel.
Il est quand même paradoxal que Macky Sall ait réagi aussi vite à la répression de la manifestation de l’opposition, alors qu’il n’a jusqu’ici pipé mot sur la boucherie de Rebeuss où les matons ont tiré à vue sur des détenus, tuant l’un d’eux et en blessant 27 autres. La vie d’Ibrahima Mbow Fall qui a pris une balle en pleine tête, ne vaut peut-être pas une clope à ses yeux, ni celle de tous ces mutins qui s’en sortiront handicapés à vie. Ils sont considérés comme des citoyens de seconde zone parce qu’ils ont eu le tort d’avoir maille à partir avec la justice et de s’être retrouvés, ce mardi 20 septembre 2016, dans la détention en attente de leur jugement qui traîne en longueur à cause des dysfonctionnements de cette même justice. Et un mois après cette mutinerie réprimée dans le sang, pas une sanction n’est tombée sur les commanditaires de cette boucherie, ne serait-ce qu’à titre conservatoire, comme pour confirmer que leur vie ne vaut pas grand chose aux yeux des autorités politiques.
Ces victimes de la mutinerie de Rebeuss ne comptent désormais que sur la justice. Seulement, celle-ci est sous les ordres. Jamais la justice sénégalaise n’a été aussi instrumentalisée que sous le règne de Macky Sall. La Cour d’appel de Dakar condamne Aïda Ndiongue à une peine non privative de liberté et ne confisque ses biens, la Cour suprême se charge de faire la sale besogne en violation délibérée de la loi. L’imam Ibrahima Sèye de Kolda est condamné en première instance pour apologie du terrorisme à un an de prison, le président du Conseil supérieur de la magistrature estime que c’est trop peu et voilà la Cour d’appel qui réagit avec célérité et corse l’addition en lui infligeant une peine de deux ans ferme. Barthélémy Dias, bien que responsable du Ps, se range du côté de l’opposition après avoir dénoncé les avatars de la coalition de la majorité, Benno Bokk Yakaar, et voilà que la justice dépoussière le meurtre de Ndiaga Diouf qui date de 2011, en vue de le juger. Après tout cela, comment Macky Sall peut-il avoir l’outrecuidance de se présenter en héraut du renforcement de la démocratie sénégalaise ?
