Le comité d’organisation du Magal de Touba et les autorités administratives de la région de Diourbel ont souligné la nécessité de mettre tout en œuvre pour éliminer les eaux stagnantes sur la chaussée, à Touba, avant la célébration de l’événement religieux.
Cette demande a été formulée mercredi, lors du comité régional de développement (CRD) présidé par le gouverneur de région, Gorgui Mbaye, en présence de Serigne Bassirou Abdou Khadr Mbacké, président du comité d’organisation du Grand Magal de Touba.
« La situation particulière de la ville de Touba, avec ses zones inondables, nécessite des mesures hardies pour résoudre le problème des inondations », a souligné le maire de la ville, Abdou Ahad Kâ.
Il s’agit, selon lui, de libérer tout le plan de circulation des eaux 15 jours avant le Magal.
Plusieurs solutions sont envisagées pour résoudre ce problème qui nécessite des moyens importants.
Des motos-pompes, camions hydro-cureurs, descentes électriques etc. seront utilisés pour évacuer l’eau vers des déversoirs.
Pour la consommation en eau de la ville de Touba, une nette amélioration est attendue. « Il n’y aura pas de pénurie d’eau lors du Magal grâce aux 29 forages de la ville qui vont fonctionner bien avant l’événement », a assuré le directeur général de l’OFOR, l’Office des forages ruraux.
Concernant le volet sécuritaire, le dispositif est laissé à l’appréciation de la hiérarchie.
Le représentant du commandement de la zone a indiqué qu’un hôpital militaire sera installé avec un hélicoptère pré-positionné, un poste de sécurité avec des ambulances, deux camions citernes et deux unités de boulangerie capables de produire 12.000 pains/jour.
Dans leur cahier de charges, il prévoit la démolition de trois châteaux d’eau présentant des risques d’effondrement à Touba.
La gendarmerie a saisi l’occasion de cette réunion pour demander à l’Agéroute de réaliser une piste d’atterrissage et la mise en place de postes avancés à Touba Fall, Missirah et Kael.
Aussi, 3000 à 5000 agents de police et des détachements de la sécurité publique sont attendus.
Les motos Jakarta ainsi que les charretiers seront interdits de circulation sur les voies bitumées et les plans annexés de circulation seront faits par la mairie.
Sur la voie publique et l’emprise ferroviaire, sera effectué un désencombrement pour libérer la voie.
De même, les points relatifs aux laisser-passer, aux foirails, à la fiabilité et l’effectivité du plan de circulation ont été abordés.
Pour les eaux-et-forêts, 1500 stères de bois, soit l’équivalent de 25 camions, sont prévus.
La Senelec, la société nationale d’électricité, prévoit d’importants travaux d’entretien du réseau électrique et la mise en place de groupes de secours.
Pour le volet santé, le médecin-chef de région a annoncé la mise en place de 10 ambulances médicalisées, pré-positionnées aux abords des résidences des hôtes.
Au total, 5000 agents de santé répartis dans 172 postes de prestation vont couvrir l’événement.
S’agissant de l’assainissement, l’Office national de l’assainissement du Sénégal (ONAS) a reconduit ses engagements habituels dans la situation particulière de la cité religieuse et ses zones inondables.
Cependant, il reste encore des points à résoudre notamment le curage des caniveaux et il urge de mettre en place des endiguements pour augmenter la capacité de pompage.
Un entretien de la route nationale numéro 3 (RN3), de Séo à Touba, est nécessaire pour permettre aux voitures de rouler.
Pour le commerce, un relevé de stocks a permis de savoir que les denrées de première nécessité sont disponibles aux prix fixés par le gouvernement.
Le service de l’élevage va renforcer son équipe avec notamment l’Université Cheikh Anta Diop (UCAD) de Dakar.
