Le Premier ministre japonais Fumio Kishida s’est engagé dimanche lors d’un sommet Japon-Afrique à Tunis à « remédier à une injustice historique » et à faire pression pour que le continent obtienne un siège permanent au Conseil de sécurité des Nations unies.
« Pour agir de façon efficace » et consolider la paix et la sécurité en Afrique, « il est urgent de remédier à l’injustice historique » de l’absence d’un siège permanent pour l’Afrique à l’ONU, a déclaré M. Kishida, en visioconférence depuis Tokyo.
Le Japon entend « créer un environnement où le peuple africain pourra vivre en paix et sécurité afin que le continent puisse se développer », a-t-il expliqué.
« Le Japon va renforcer son partenariat avec l’Afrique » et, l’an prochain, quand il sera au Conseil de sécurité avec un siège non permanent (2023 et 2024), il plaidera pour une réforme de l’ONU et l’obtention d’un siège permanent pour le continent, a-t-il poursuivi.
Ce sera « un moment de vérité pour les Nations unies », a dit M. Kishida, resté à Tokyo pour cause de Covid-19.
« Dans le but pour l’ONU de travailler efficacement pour la paix et la stabilité, il est urgent de renforcer l’ONU à travers une réforme du Conseil de sécurité », a-t-il dit.
Le Conseil de sécurité comprend 15 membres, dont cinq permanents (Etats-Unis, Russie, Chine, France et Grande-Bretagne), les autres postes étant occupés par rotations de deux ans par les autres membres de l’ONU.
Le volet « paix et sécurité » des aides nippones financera la formation de policiers, la tenue d’élections « équitables et transparentes », une bonne gouvernance judiciaire et administrative et l’aide au contrôle des frontières.
M. Kishida a aussi évoqué la situation « qui se dégrade avec davantage de réfugiés et des pénuries alimentaires dans la Corne de l’Afrique », où le Japon « va nommer un ambassadeur ».
Le Premier ministre a remercié l’Union africaine et la CEDAO (Communauté des Etats d’Afrique de l’ouest) pour « leurs médiations dans la prévention des conflits », estimant qu’il faut aussi « régler les problèmes transfrontaliers ».
Le Japon offrira ainsi une aide concrète de 8,3 millions de dollars pour la région du Liptako-Gourma, à cheval sur Mali, Burkina-Faso et Niger, pour « développer une bonne coopération entre les résidents et les autorités locales » et « améliorer les services administratifs à destination de 5 millions d’habitants de cette zone ».
