Quelle mouche a piqué Me Ousmane Ngom pour qu’à l’occasion d’une cérémonie de présentation de condoléances, il se mette à déballer à propos du fameux appel du président Abdoulaye Wade félicitant son successeur, au soir du second tour de l’élection présidentielle de 2012, plus de quatre ans après la survenue de la seconde alternance politique au Sénégal ? Parce qu’à part jeter le discrédit sur son ancien père spirituel, ses révélations ne sont d’aucun apport. Elles le discréditent lui-même en ce qu’elles tendent à prouver qu’il n’a pas l’étoffe d’un homme d’Etat. Parce qu’un homme d’Etat reste muet comme une carpe sur tout ce qui s’est dit et fait en sa présence dans le secret du Palais présidentiel ou des ministères de souveraineté où il est passé.
Pourtant, nombreux sont ses prédécesseurs au 23, Place Washington sur qui Me Ousmane Ngom aurait pu s’inspirer. C’est le cas notamment de son nouvel allié, le président Macky Sall qui a été ministre de l’Intérieur d’août 2003 à avril 2004. Au plus fort de l’entreprise de persécution dont il avait été la victime, qui l’a jamais entendu révéler quoi que ce soit sur les dossiers qui sont passés entre ses mains au ministère ? D’ailleurs, il aura été muet comme une carpe sur tous ses passages aux différentes stations qui lui ont été confiées, que ce soit au ministère de l’Hydraulique, à celui de l’Energie ou à la Primature et à l’Assemblée nationale. Il n’aura fait que marcher sur les traces d’un certain Djibo Leyti Kâ qui, bien que poussé à la sortie du Parti socialiste par Abdou Diouf pour les beaux yeux d’Ousmane Tanor Dieng et violemment combattu par ce dernier, n’a jamais rien révélé de ce qu’il savait de l’affaire Me Babacar Sèye ni des dessous des évènements du 16 février 1994. Parce qu’il a été formaté pour garder les secrets d’Etat jusque dans sa tombe, comme l’avait fait le tout puissant Jean Collin que pas même la brutalité de son limogeage n’avait conduit à se départir de son lourd silence.
C’est en fait une tradition au ministère de l’Intérieur à laquelle seul le général Lamine Cissé (qui a occupé le poste de 1997 à 2000) avait dérogé, avant que Me Ousmane Ngom ne lui emboîte le pas. Mais contrairement à ce dernier, les révélations de l’organisateur de l’élection présidentielle de 2000 ayant conduit à la première alternance politique au Sénégal n’avaient pas eu pour but de jeter le discrédit sur le président de la République d’alors. Elles ont plutôt permis de découvrir un Abdou Diouf profondément républicain qui était passé outre les pressions de ses plus proches collaborateurs pour féliciter son challenger Abdoulaye Wade dès que les premières tendances du second tour s’étaient révélées défavorables à son camp. Mais avant lui, qui avait jamais entendu Médoune Fall, Ibrahima Wone, André Sonko, Famara Ibrahima Sagna, Madieng Khary Dieng ou Abdourahmane Sow s’épancher sur ce qu’ils avaient vu ou fait en leur qualité de ministre de l’Intérieur ? Personne. Le général Mamadou Niang (2000 – 2003), Cheikh Sadibou Fall (avril 2004-novembre 2004) et Bécaye Diop (octobre 2009 – avril 2012) ont maintenu la tradition. Tout autant que Cheikh Tidiane Sy (avril 2008 – octobre 2009) quand bien même il aura été traqué dès la survenue de la seconde alternance et son fils jeté en prison. Cette tradition remonte bien loin. Elle remonte à Me Valdiodio Ndiaye, Ousmane Alioune Sylla, Me Doudou Thiam, Abdoulaye Fofana, Docteur Amadou Cissé Dia et Amadou Clédor Sall.
Qu’est-ce que Me Ousmane Ngom a à gagner en déballant aussi grave contre un homme qui a fait de lui ce qu’il est devenu et auquel il doit tout ? Pour entrer dans les bonnes grâces de Macky Sall, comme le soutiennent ses contempteurs ? En tout cas, ce n’est pas une première avec lui. N’avait-il pas remis en cause publiquement la foi religieuse de son bienfaiteur à la survenue de leur divorce politique en 1998, quand il avait quitté la maison du père pour créer le Parti libéral sénégalais (Pls) et s’allier avec son pire adversaire politique d’alors, Abdou Diouf ? Il avait alors oublié tout que Me Abdoulaye Wade avait fait pour lui depuis 1974, date du début de leur compagnonnage, alors qu’il était élève en seconde au lycée Charles De Gaule de Saint-Louis. Sans lui, il n’aurait jamais pu faire des études supérieures en France. Et à son retour au bercail, c’est lui qui l’avait accueilli à son cabinet d’avocat où il avait fait ses premières armes, avant de le propulser à l’Assemblée nationale comme député, puis au gouvernement comme ministre de la Santé sous Abdou Diouf. Et quand il a accédé au pouvoir en 2000, il l’avait accueilli à nouveau à ses côtés, malgré les fortes réticences des membres de sa famille biologique, restant sourd à une sagesse populaire selon laquelle trahira bien une seconde fois qui a déjà trahi. Mais Macky Sall est prévenu par l’adage : il n’y a jamais deux sans trois.
