Grosses gouttes de sueurs froides en plein été. Les jours passent et le pouvoir peine à voir les Sénégalais, et la presse internationale, passer à autre chose que l’affaire Petro-tim amplifié par la Bbc. Un scandale qui douche toute l’euphorie de la réélection d’un pouvoir qui n’en est pas à sa grande première. Retour sur les faits d’arme de la gouvernance «sobre et vertueuse» qui rappelle cyniquement celle d’un certain Abdoulaye Wade.
Si certains doutaient encore que ces gens ont une relation affective avec l’oseille, voilà qui devrait les convaincre. La dernière sortie du député Farba Ngom, avouant publiquement avoir touché de l’argent d’un tiers avec un ministre de la République d’alors, en dit long sur le cortège d’affaires qui ponctue la gouvernance de Macky Sall. Car, un homme politique sensé ne fait jamais sortir de sa bouche de telles inepties. Le procureur devrait maintenant nous montrer qu’il en est un. Puisqu’un député, payé sur l’argent public, qui dit publiquement avoir touché de l’argent avec un ministre, cela dépasse tout entendement.
Aujourd’hui, les retentissements de cette affaire Petro-Tim ne sont pas sans rappeler dans la mémoire fraîche des Sénégalais d’autres comme celle du Centre des œuvres universitaires de Dakar (Coud) où l’Office national de lutte contre la corruption (Ofnac) a fait état de malversations financières, de détournements de deniers publics et d’octrois de subventions à des non ayants droit, établissant clairement la responsabilité du Directeur général, Cheikhou Oumar Hann, sans qu’aucune poursuite judiciaire ne soit engagée à son encontre à ce jour. Pis, il a été même promu ministre de l’Enseignement supérieur. Quid de celle du Programme des domaines agricoles communautaires (Prodac), assimilé par d’aucuns à un carnage financier sur 29 milliards de francs Cfa alors que le Coordonnateur du Forum civil, Birahime Seck, évoque 36 milliards. Que dire des dossiers sur la renationalisation de Suneor, le zircon, Necotrans, Arcelor Mittal, le coût du Train express régional (Ter)…ou encore l’affaire des cartes d’identité biométriques pour lequel le pays a dépensé plus de 50 milliards alors que de nombreux Sénégalais n’ont même pas pu récupérer leurs cartes d’identité pour voter et des agents recrutés pour la circonstance peinaient à être payés. A bout de souffle, on peut aussi se remémorer celle dite des visas biométriques avec Bictogo qui empochait un joli chèque de 12 milliards de francs Cfa lorsque le gouvernement s’est rendu compte qu’il a commis une grossière erreur dans la réciprocité du visa aux ressortissants de pays qui en exigent aux Sénégalais, puisque cette mesure a failli tuer le tourisme local.
Autre faits d’arme de la gouvernance sombre et vertueuse : l’affaire des 94 milliards de francs Cfa révélée par le député et candidat malheureux à la dernière élection présidentielle, Ousmane Sonko. Ce dernier avait accusé l’ancien Directeur des Impôts et Domaines, Mamour Diallo, d’avoir trempé dans un scandale de 94 milliards de francs Cfa sur une affaire foncière à Rufisque. Malgré le tollé, l’affaire n’a jusqu’ici connu de suite si ce n’est que le mis en cause a été gentiment remercié après s’être beaucoup investi pour la réélection de Macky Sall. Pourtant, l’accusateur est allé jusqu’à railler le système et la Justice sur leur inertie en leur proposant gracieusement ses services pour retracer le butin et ferrer les coupables qui se seraient partagés le magot. Dans tous les pays sérieux, le Procureur de la République se serait aussitôt autosaisi par tirer vite cela au clair. Mais le Sénégal est vraiment une exception en tout.
A côté de ces «peccadilles», les Sénégalais ont assisté avec nous à l’indemnisation illégale à coup de centaines de millions de francs Cfa des ex-députés Mbaye Ndiaye et Moustapha Cissé Lô en 2013, au titre de réparations pécuniaires après leur exclusion de l’Assemblée nationale sous le régime de Wade. Cela, sans aucun fondement juridique, comme le rappelait quelqu’un.
Tous ces faits rappellent sans conteste ce que les Sénégalais ont connu et sanctionné dans la gouvernance catastrophique du régime libéral d’Abdoulaye Wade. Une bamboula pour laquelle son fils a été emprisonné, condamné, gracié puis exilé au Qatar avec la complicité de l’appareil d’Etat. Et, au vu des montants en jeu, vrai ou faux, on pourrait dire sans risque de se tromper que ce régime amnistie Karim Wade.
Et l’ex maire de Dakar, Khalifa Sall, en prison depuis trois ans pour 1,8 milliard de francs Cfa, Aliou Sall en liberté. Les faits parlent d’eux-mêmes.
