Tel un sphinx, le Parti socialiste renaîtra-t-il de sa plus grave crise politique depuis celle consécutive au congrès sans débat de 1996 qui avait vu Djibo Kâ, puis Moustapha Niasse larguer les amarres ? Rien n’est moins sûr, surtout après la décision de Khalifa Sall d’aller aux législatives sur ses propres listes. En défiant ainsi ouvertement Ousmane Tanor Dieng et ses affidés, le maire de Dakar semble marcher sur les traces d’un certain Djibo Leyti Kâ. Alors à l’étroit au Parti socialiste, il décida de se présenter sur ses propres listes aux législatives de 1998 et se retrouva avec une dizaine de députés. Il sonna ainsi le début de la fin du régime socialiste. Un an plus tard, en juin 1999, c’est Moustapha Niasse qui quitte à grands fracas le Ps qui ne s’en remettra jamais. Or Khalifa Sall est de la même carrure politique qu’un Djibo Kâ à l’époque de la création du courant du renouveau devenu plus tard l’Urd ou que Moustapha Niasse de l’appel du 16 juin 1999.
Voilà pourquoi, au sortir de la présente crise qui met face à face son secrétaire général, Ousmane Tanor Dieng, et son secrétaire général en charge de la vie politique, Khalifa Sall, le Ps qui est le seul parti représenté dans les plus petits hameaux du Sénégal, sera si affaibli qu’il perdra beaucoup de son poids politique et, partant, de son poids électoral aussi bien dans la capitale qu’à l’intérieur du pays. Il ne sera plus cet allié de poids que Macky Sall courtise assidument depuis son élection à la magistrature suprême. Et il n’aura plus les mêmes capacités de négociation qu’en 2012, au moment des investitures de Benno Bokk Yaakaar pour les élections législatives de 2017. Partant, il devrait revoir ses prétentions à la baisse, en sachant qu’il comptera dans ses rangs, moins de députés que durant la législature en cours.
Avec l’affaissement du Parti socialiste, Benno Bokk Yaakaar n’aura plus qu’une seule et unique locomotive en direction de ces législatives, à savoir l’Alliance pour la République (Apr). Et le parti du président de la République ne se gênera pas pour dicter sa loi à tous ses alliés sans exception, lors des prochaines investitures. Des échéances électorales qui ne se présentent pas sous les meilleurs auspices pour la coalition au pouvoir. La bataille de Dakar sera rude pour elle, surtout si les partisans du fils de lait du Parti socialiste, Khalifa Sall, nouent alliance avec la locomotive de l’opposition qu’est demeuré le Parti démocratique sénégalais malgré les nombreuses défections enregistrées dans ses rangs. C’est parce que ces socialistes en rupture de ban pèsent plus lourd que leurs pourfendeurs au Ps, qu’ils les avaient battus, eux et leurs alliés réunis, aussi bien aux dernières élections locales que lors du scrutin élisant les membres du Haut conseil des collectivités locales.
L’enseignement à en tirer par Macky Sall ainsi que de la grave crise qui secoue le Ps, est qu’il ne devra pas beaucoup compter sur Ousmane Tanor Dieng et ses affidés qui font figure de poids plume à Dakar, s’il veut reconquérir la capitale en 2017. Elles vont s’accentuer au fur et à mesure que les échéances électorales se rapprocheront.
Macky Sall a peur de perdre à nouveau non seulement cette capitale qui lui avait souri à la présidentielle de 2012 mais aussi Thiès, la ville rebelle, et la capitale du mouridisme. Avec Abdoulaye Wade qui battra certainement campagne aux côtés de son fils Karim, s’il revient de son exil forcé au Qatar, et Idrissa Seck qui joue, au cours des prochaines législatives, son avenir politique ainsi que celui de son parti affaibli par les nombreuses opérations de débauchage de ses responsables par le président de l’Apr, Macky Sall aura du pain sur la planche à Dakar comme à Mbacké-Touba et dans la capitale du rail. Il en sera de même dans le département de Ziguinchor où Abdoulaye Baldé paraît indéboulonnable ou dans celui de Podor où Aïssata Tall Sall bénéficiera non seulement de l’apport du clan Khalifa Sall, mais également du soutien presque assuré du Pds. La bataille pour la conservation de la majorité à l’Assemblée nationale sera âpre pour Benno Bokk Yaakaar qui fera aussi face à ses propres démons, avec toutes ces dissidences qu’engendreront les prochaines investitures.
